What Highlands County does to a golf cart
Sebring is inland, on the Lake Wales Ridge, and the things that wear out a cart here are heat, humidity, and time spent sitting. None of them is dramatic. All of them are relentless.
Heat, most of the year. NOAA’s 1991 to 2020 normals for the Archbold Biological Station, the county’s long-running climate station, count about 92 days a year with a high of 90°F or above. The June through August average high is 93.0°F, May and September both average over 90, and the station records zero nights a year at or below freezing. Inside a flooded lead-acid battery, heat evaporates water out of the electrolyte faster, and once the level drops below the top of the plates, the exposed lead sulfates and permanently loses capacity. Heat also raises self-discharge, so a cart parked in a closed garage between rides loses charge faster and gets recharged from lower, which is more wear per cycle. A pack that could last six years in a mild climate often lasts four here unless it is watered on schedule.
Humidity, seven months of it. The same station records 54.23 inches of rain a year, 25.68 of it in June, July, and August. Weather Spark’s summary for Sebring puts the muggy season at April 25 through November 16, 6.7 months when the air is muggy or worse at least a third of the time. A cart garage never really dries out. Charge-port pins oxidize, main cable lugs grow green under the insulation, and brake cams and cables that sat still for a summer seize. Corrosion adds resistance, resistance makes every charge less complete, and chronic undercharging sulfates plates. A spring terminal clean and coat interrupts that chain.
No winter, so no rest. Because the county sees no freezing nights, carts here ride in January the same as June. A Sebring pack absorbs more discharge cycles per calendar year than the same pack would in a market with a winter layup, and cycle count is what actually wears out lead-acid. Hurricane season. Ian came through on the evening of September 28, 2022 with gusts of 72 mph at Venus, 69 at the Avon Park Air Force Range, and 66 at Lake Placid, and nearly the whole county was without power for at least 24 hours. Milton on October 9 and 10, 2024 was worse for the grid: 97 percent of Highlands County electric customers were out at noon on the 10th, and 72 percent were still out the next morning. A fully charged cart is useful in an outage. A lead-acid pack run flat during one and left that way is a pack that may not come back, and a charger that takes a surge when power returns is one of the most common calls we see the week after a storm. Golf cart or low-speed vehicle: the 20-mph line
Florida draws one line, and it decides which rulebook you are in. Under F.S. 320.01 a golf cart is a vehicle “not capable of exceeding speeds of 20 miles per hour.” A low-speed vehicle is one whose top speed is greater than 20 but not greater than 25.
A golf cart under F.S. 316.212 may be driven only on county roads the county has designated, municipal streets the city has designated, or water control district roads, and only between sunrise and sunset unless the local entity allows night driving and the cart has headlights, brake lights, turn signals, and a windshield. The cart itself must have efficient brakes, reliable steering, safe tires, a rearview mirror, and red reflectorized warning devices front and rear. Since October 1, 2023, when Chapter 2023-67 took effect, a driver under 18 must hold at least a learner’s license and a driver 18 or older must carry government-issued photo ID. State highways, which around here means US 27 and US 98, may be crossed only where the Department of Transportation has approved a crossing.
A low-speed vehicle under F.S. 316.2122 is a motor vehicle: titled, registered, insured, driven by a licensed driver, allowed on any street posted 35 mph or less, and required to carry headlamps, stop lamps, turn signals, taillamps, reflex reflectors, parking brake, mirrors, windshield, seat belts, and a VIN. Many ICON and Evolution carts sold new are LSVs from the factory. On those, brake and lighting work is required equipment on a registered vehicle, not an accessory, and we treat it that way.
Whether any given street in Sebring, Avon Park, Lake Placid, or unincorporated Highlands County has been designated for golf carts is a local decision under the statute, and we could not find a published list for any of them. Sun ‘n Lake and Spring Lake are special districts that own their own roads; ask the district office what applies. Who drives carts here
Sebring was laid out in 1912 by George E. Sebring on a circular plan around Lake Jackson, a 9,212-acre lake, and the county that grew up around it has always been older than the state average: 35.1 percent over 65 in the 2020 Census, against 25.5 percent inside the city limits proper. The cart communities are where the age skews. Sun ‘n Lake, founded in April 1974 northwest of town off US 27, is a self-governing improvement district with two par-72 courses, Deer Run from 1976 and Turtle Run from 1999. Spring Lake, about eight miles southeast on US 98, was created by a special act of the Legislature in 1971 and opened its golf course in 1980; about half its lots back onto a fairway, a green, or a canal. Highlands Ridge, between Sebring and Avon Park in the orange groves, has been building a 55-plus community around two 18-hole courses since 1990, and describes its own streets as having golf carts flitting about. Tanglewood, a gated 55-plus community on 350 acres six miles from downtown, lists homes with the golf cart included. Down US 27, Placid Lakes has its own 18-hole course and a population that was already more than a third over 65 at the 2000 Census.
Those are daily-driver carts, not weekend carts, and they wear like it. The rest of the county, Lorida out on Lake Istokpoga, the lake neighborhoods of Avon Park, and Frostproof across the Polk County line, runs carts as property vehicles: gas and electric, long driveways, boat ramps, groves.
